Zusammenfassung
An eine kurze Darstellung der Entwicklung des lettischen Mediensystems seit dem historischen Umbruch Anfang der 1990er Jahre anknüpfend, untersucht der Beitrag auf der Grundlage des Pragmatischen Differenz-Ansatzes von Roger Blum, ob sich Lettland tatsächlich noch als eines der vier „klientelistischen“ Mediensysteme der 23 von Blum ausgewerteten Länder begreifen lässt. Die Analyse belegt unterschiedliche, konkurrierende journalistische Kulturen in Lettland, nämlich eine moderne, eine instrumentelle und eine traditionelle Journalismuskultur, die parallel existieren. Der Autor schlussfolgert, dass Lettland zutreffend als sehr ausgeprägt klientelistisches Mediensystem eingestuft wurde, und grenzt die lettische Entwicklung deutlich vom Public-Service-Modell deutscher Prägung und dem in Russland beobachtbaren Schock-Modell ab.
Abstract
After a short depiction of Latvia’s media system’s development since the historical change at the beginning of the 1990s, the article examines whether the present Latvian media system is still a clientelistic one following the approach of pragmatic differentiating (Roger Blum 2014). Latvia was one of the 23 countries chosen for his study, and four of them were assessed as belonging to the clientelistic model. It is revealed that concurrently three different competing journalistic cultures coexist in Latvia, namely the modern, the instrumental, and the traditional one. The author concludes that Latvia was rightly identified as having a very typically clientelistic media system, and he distinctly separates the Latvian development from the public service model as in Germany and from the shock model of the Russian media system.
Estonia, the northern neighbour of Latvia, is grouped with public service systems, while the southern neighbour Lithuania is also identified as having a clientelistic media system along with the rest of the CEE countries. This approach is more applicable both for comparative research as well for the assessment of the development than the three models of Western media and politics, which groups all three Baltic States with the North/Central European or Democratic Corporatist Model, at least historically.
