Zusammenfassung
Die Bedrohung durch terroristische Gewalt war in den ersten beiden Jahrzehnten des 21. Jahrhunderts von zentraler Bedeutung für die USA. Die katastrophalen Anschläge des 11. September 2001 zwangen die politischen Eliten zu der Erkenntnis, dass althergebrachte Strukturen und Strategien nur bedingt eine Antwort auf die sich seit dem Ende des Ost-West-Konflikts verändernden Herausforderungen an die nationale Sicherheit der USA lieferten. Dies hatte auf institutioneller Ebene eine Reihe von Reformen zur Folge, deren Ziel es war, die Aufgabenstellung bestehender Institutionen neu zu justieren, besser zu koordinieren oder wie im Falle des Heimatschutzministeriums und des Director for National Intelligence gänzlich neu zu schaffen. In der Formulierung konkreter Strategien zur Bekämpfung des Terrorismus mussten Entscheidungsträger immer wieder die Antwort auf die Frage nach dem Grad der Bedrohung und den damit verbundenen Gegenmaßnahmen neu justieren. Unter den Präsidenten Obama und Trump trat dann zunehmend die Frage in den Vordergrund, inwieweit die Verknüpfung der Terrorismusbekämpfung mit anderen Feldern der Innen- und Außenpolitik (wie beispielsweise der Migrationspolitik oder der weiteren Nah-/Mittelostpolitik) notwendig oder gar hinderlich ist und ob die Fokussierung auf den islamistischen Terrorismus der Al-Qaida und des Islamischen Staates angesichts des (Wieder-)Aufkommens eines rechtsextremistischen Terrorismus angebracht ist.
