Abstract
This chapter describes the procurement and technical specifications for FACTS controllers. It includes discussion of types of contracts/commercial conditions, functional specifications specifying environmental data, AC network data, functional performance requirements, specific equipment requirements, studies to be performed during contract, and the evaluation of offers.
