Abstract
This panel of a series of three panels conducted during the NATO ASI extended what was a complementary series of themes essentially dealing with three reinforcing issues:

1)
What is the role of engineers in global change strategies and, specifically, the value of the traditional suite of analytical tools developed to deal with hydrologic variability and design of engineering structures to protect society from natural hazards ?
-
2)
What additional research needs to be done to provide the engineering profession with better tools and information so as to improve planning, design and operation of water management systems under climate change uncertainty ?
-
3)
Should the water management profession act now to anticipate the prospective impacts of climate change or wait until more credible evidence is available? What conceptual basis ought to guide those decisions ?
