Abstract
Because of the development of irrigated agriculture and recurrent droughts in summer in southwestern France during the last ten years, planning and management of water resources has become a very important stake in that region: a human, financial, economic and ecological stake. That is why the best management of investments and water is more and more desirable even if it is very difficult to develop in the changing physical, social and economic environment that we experience today.
