Abstract
It is recommend that the Istanbul Commission, upon the recommendation of its Advisory Group on the Environmental and Safety Aspects of Shipping based on MARPOL 1973/78, shall adopt and develop a Black Sea Strategy for contingency planning and emergency response. This strategy should provide a basis for assuring that the contingency plans developed within Black Sea states are sufficiently coordinated and will also serve as a basis for the development of the regional contingency plan. The paper presents the frames and the steps on the development of the Black Sea strategy for contingency planning and emergency response, pointing the following items: Black Sea Strategic Action Plan — policies and actions, Advisory Group and Activity Center on the Environmental and Safety Aspects of Shipping — presentation of its main objectives and tasks in the next years, National Contingency Planning (NCP), the draft of the Romanian National Contingency Planning for marine oil spills — research and development activities, organizational structure.
