TQM in the NHS: rhetoric or reality?

Abstract

In the British National Health Service (NHS), the interest in TQM arose from the Griffiths Enquiry (1983) into the management of the NHS (1). The report submitted critised the NHS on two counts:

  1. (a)

    The failure of the NHS management to adequately take responsibility for continuous assessment of performance against such measures as level of service quality budgetary control, productivity, motivation, and the rewarding of staff;

  2. (b)

    The lack of a clearly defined general management function throughout the NHS.
