Zusammenfassung
Die Bundesrepublik hat ein Beschäftigungsproblem. Darüber besteht öffentlicher Konsens. Zu wenige Erwerbstätige kommen für zu viele Nichterwerbstätige auf, von denen Viele einen Job nähmen, wenn er denn zur Verfügung stünde. Doch eingesessene Regeln verhindern, dass mehr Arbeitsplätze entstehen. Die Traditionen des deutschen Sozialstaates und der Beziehungen zwischen den Sozialpartnern haben zwar ein hohes Niveau sozialer Sicherheit für die Beschäftigten sowie die Wettbewerbsfähigkeit der deutschen Industrie garantieren können. Als Kehrseite dieser Erfolge jedoch wurde die Entwicklung von einfachen Dienstleistungen behindert, ein Bereich, der in anderen Ländern für die Hebung des Beschäftigungsniveaus verantwortlich ist.
