„Opposition ist Mist“ – Dieser vielfach zitierte Ausruf Franz Münteferings zeichnet das Bild einer handlungsunfähigen, innovationsschwachen, ermüdenden und zusehends unbeteiligten Rolle von Oppositionen. Die Akteure der parlamentarischen Oppositionsfraktionen schreiben ihre Anträge in der Regel „für den Papierkorb“ (Frankfurter Allgemeine Zeitung 2016: 4), sind medial kaum gefragt oder bewundert und derweilen – zumindest auf Landesebene – weitgehend unbekannt. Politisch ist die Rolle der Opposition zweifelsfrei hartes Brot.
