Abstract
Corporate lobbying is a controversial issue: It has a rather poor reputation among the public, but is viewed by many firm leaders, legislators and scholars to be wholly legitimate in ensuring balanced policy and legislation in a democratic setting. The intensity and professionalism of business lobbying has grown steadily in recent years. In the European Union (EU), where Brussels has become the epicenter of lobbying, an estimated 2,500 lobbying organizations with 15,000 lobbyists vie for influence on policy-making (European Parliament 2007).
