Zusammenfassung
Obwohl der Verfassungsrat als institutionelle Neuerung der V. Republik 22-mal Erwähnung im Verfassungstext findet, blieb er während der ersten 15 Jahre in der Öffentlichkeit weitgehend unbemerkt; von Politikern und Verfassungsjuristen wurde er mit einem gewissen Misstrauen beobachtet.
