Die Idee der Zivilgesellschaft brach am Ende der 1970er Jahre in die intellektuelle und akademische Szene ein. Neue oppositionelle Bewegungen, die das kommunistische Herrschaftsregime herausforderten, lehnten den marxistischen Revisionismus ab. Sie entwickelten die Strategie einer wiederzubelebenden pluralistischen Zivilgesellschaft und sozialer Netzwerke im Sinne einer parallelen Polis, um den totalitären Staat zu überwinden.
