Horizontale Europäisierung – eine soziologische Perspektive

Zusammenfassung

Am 3. Mai 2012 veröffentlichten führende Intellektuelle, Kulturschaffende, Wissenschaftler und Politiker Europas, unter ihnen Jacques Delors, Wim Wenders und Zygmunt Bauman, zeitgleich in mehreren europäischen Zeitungen und Zeitschriften ein Manifest zur Neugründung der EU von unten. Die These des Manifests: Die EU wird viel zu stark von Regierungen, Technokraten und Verwaltungseliten geprägt. Das muss sich ändern! Die eingängige Grundthese ist, dass wir vom Europa der Eliten eher zu viel haben, es vom Europa der Bürger aber immer noch viel zu wenig gibt. Das Zuviel des Europas der Politiker und Technokraten drohe das Europa der Bürger zu ersticken. Die Frage, was das Europa der Bürger sein könnte, wird im Manifest und vielen einschlägigen sozialwissenschaftlichen Arbeiten zwar adressiert, aber nur unvollständig ausbuchstabiert. In der Regel geht es um die Entstehung von neuen Formen grenzüberschreitender Netzwerke, verdichteten Austausch, Mobilität und Migration, mithin um die Entstehung europäisierter Sozialformen. Dies ist die Perspektive der horizontalen Europäisierung. In diesem Beitrag soll die Perspektive der horizontalen Europäisierung genauer gefasst und vorgestellt werden. Dafür wird zunächst eingegrenzt, was unter Europäisierung verstanden werden kann und welche spezifischen Fragen durch die Soziologie aufgeworfen werden, um dann eine genauere Einordnung und konzeptionelle Klärung vorzunehmen.

    Mit der Unterscheidung von Makro, Meso und Mikro sind unterschiedliche gesellschaftliche Bezugseinheiten gemeint. Die Makroebene bezieht sich auf ganze Gesellschaften und nationale Kollektive, die Mesoebene auf Institutionen und Organisationen und die Mikroebene nimmt ihren Ausgang beim Individuum.

    Der Europäischen Union attestiert er in besonderer Weise einen Netzwerkcharakter, weil es kein politisch entscheidungsmächtiges Zentrum gäbe. Stattdessen existiere eine große Anzahl von zum Teil gleichberechtigten und aufeinander bezogenen Akteuren, die über Netzwerkstrukturen miteinander verbunden seien. In der EU gehe es mehr um zusammengeführte und geteilte Souveränität, denn um einen Souveränitätstransfer auf die supranationale Ebene.
