Zusammenfassung

Walter Bagehots drastisches Diktum, daß die Königin ihr eigenes Todesurteil unterzeichnen müßte, wenn beide Häuser des Parlaments dies so beschlossen hätten, zeigt die Folgen der Parlamentarisierung für das Staatsoberhaupt:

  • Verlust der gesetzgebenden Gewalt, die die Krone als „King in Parliament“ einst mit den Kammern teilte.

  • Verlust sogar des Vetos gegenüber einer selbstherrlich ausgeübten gesetzgebenden Gewalt des Parlaments.
