Abstract
During 1985, the old idea about breaking the superpower monopoly on satellite monitoring for arms control purposes gained some new attention. First, the Swiss Secretary of State at the Department of Foreign Affairs, E.Brunner, stated that neutral countries like Sweden, Austria and Switzerland might be possible partners in establishing a satellite monitoring agency (SMA). There was, however, no direct follow-up to this statement, which apparently had not been preceded by any higher level contacts between the above countries.
