Abstract
The city wide Disaster Medical Plan of the City of New York was prepared in 1968 in response to concern by the Mayor as to how injuries resulting from civil riots would be handled. While this served as the stimulus for renewed disaster planning, it was clear that new preparations were needed for the care of multiple casualties from other types of incidents. The plan that was published was intended to deal with limited types of incidents, and not with massive destruction, such as would occur with a nuclear explosion or major earthquake.
