Zusammenfassung
„If the Cabinet is the kitchen, is it then the Prime Minister who is the Cook? And is it the Study upstairs at Number Ten which is the centre of government?“ (Mount 1993: 134). Diese Fragen, die der Journalist und langjährige Regierungsbeamte Ferdinand Mount aufwarf, leiten ohne Umwege zu den nach wie vor drängenden Fragestellungen der britischen Politikwissenschaft: Wo ist die politische Führung im Institutionensystem Großbritanniens zu verorten? Fungiert das Kabinett als zentrales Entscheidungsgremium oder dominiert der Premierminister dieses im Sinne eines Prime Ministerial Government? Die Diskussion innerhalb der britischen Forschung ist dabei keineswegs neu, sondern wird bereits seit Mitte des 20. Jahrhunderts mit wechselnder Intensität geführt. Die Krisen und Ausnahmezustände der beiden Weltkriege führten insgesamt zu einer Stärkung der politischen Führungspersonen und ihrer Machtzentralen. Aus der zunehmenden Personalisierung des politischen Geschehens sowie der Wahrnehmung einer immer stärker werdenden Stellung des Premierministers folgerte John Mackintosh bereits in den 1960er Jahren, dass die traditionelle britische Kabinettsregierung von einem Premierministersystem abgelöst worden sei (Mackintosh 1962, 451f.). Noch deutlicher wurde Richard Crossman, der in einem Kommentar zu Walter Bagehots Standardwerk The English Constitution die Machtverschiebung zugunsten des Premierministers sogar als Degradierung des Kabinetts zu einer Institution mit eher symbolischem denn realem Wert auslegte (Crossman 1964). Dabei ging er sogar so weit, dem britischen Regierungssystem eine eindeutige präsidiale Tendenz zu attestieren: „If we mean by presidential government, government by an elective first magistrate, then we in England have a president as truly as the Americans“ (Crossman 1964: 22).
