Zusammenfassung

Demokratie in Mali? – Fast unmöglich ! Theoretisch lässt die politikwissenschaftliche Transformationsforschung keinen anderen Schluss zu. Die westafrikanische Republik war in der einschlägigen Literatur einer der meist zitierten abweichenden Fälle (deviant cases), um zum einen zu illustrieren, dass ein demokratisches Regime auch ohne wirtschaftlichen Wohlstand von Bestand sein kann. Während Indien als die „größte Demokratie“ in den öffentlichen und wissenschaftlichen Diskurs Eingang gefunden hat, wird auf Mali meistens als die „ärmste Demokratie“ Bezug genommen. Zum anderen führten Politikwissenschaftler das Land Mali gegen jene Kulturessentialisten ins Feld, die den Islam als unvereinbar mit demokratischen Werten und Ordnungsformen betrachten. Diese Häufigkeit mit der auf den Länderfall Mali beispielhaft in Studien rekurriert wurde, steht in eklatantem Gegensatz zu der geringen Zahl an fundierten, politikwissenschaftlichen Arbeiten über das Land. Dies trifft auch für die Analyse der Bedeutung islamischer Akteure im malischen Demokratisierungsprozess zu.
