Zusammenfassung
Im April 2011 verabschiedete das ungarische Parlament – die Országgyűlés –, in dem die nationalkonservative Koalition von Ministerpräsident Viktor Orbán seit 2010 über eine deutliche Zwei-Drittel-Mehrheit verfügt (Kaiser 2010: 127), eine neue Verfassung. Diese stieß bereits vor ihrem Inkrafttreten am 1. Januar 2012 im In- und Ausland auf scharfe Kritik. Sogar der Generalsekretär der UN, Ban Ki Moon, forderte Ungarn auf, sich an internationale Vereinbarungen und Standards zu halten (o.V. 2011). Und nicht wenige vermuten, dass dies lediglich ein erster Schritt war hin zu einem autoritären Regime, wie es in der Zwischenkriegszeit in Ungarn bereits unter Miklós Horthy (1920–1944) existiert hatte.
