Zusammenfassung

Die Tschechische Republik gehört zu den europäischen Ländern mit einer langen und komplizierten Geschichte, die allerdings erst näher erläutert werden kann, wenn einige zentrale Begriffe geklärt sind. In der tschechischen sozialwissenschaftlichen und historischen Fachliteratur wird der Begriff der Zivilgesellschaft in zweierlei Hinsicht verwandt: In einem weiten Sinne meint er den zwischen Staat, Markt und Familie angesiedelten öffentlichen Bereich; in einem engen Sinne bezieht er sich auf Verbände und Interessengruppen, also auf Kollektivakteure, sprich: den organisierten Teil der Zivilgesellschaft. Im Folgenden bezeichnet der Begriff Zivilgesellschaft – im Sinne der Europäischen Kommission – die Gesamtheit der nichtstaatlichen kollektiven Akteure. Der Begriff hat mithin keine theoretischen oder normativen Implikationen. Entsprechend der Definition der Europäischen Kommission umfasst Zivilgesellschaft: Gewerkschaften und Unternehmerverbände; Organisationen, die wirtschaftliche und berufliche Interessen repräsentieren; nichtstaatliche Vereinigungen aus dem Kultur-, Sport- und Freizeitbereich; Umweltund Menschenrechtsorganisationen; karitative Organisationen; Berufsvereine; Verbände aus dem sozialen Bereich; Wohlfahrtsverbände; kommunale Spitzenverbände; kirchliche Organisationen usw. Auf diese Gruppen wird sich die vorliegende Abhandlung beschränken.

Die Tschechische Republik liegt im Herzen Europas, nimmt eine Fläche von 78.864 km2 ein und hat mehr als 10,5 Millionen Einwohner.
