Zusammenfassung

Educational Governance ist zu einem präsenten Schlagwort in der Bildungsforschung geworden. Vor allem die internationalen Schulleistungsvergleiche lassen vermuten, dass heterogene Steuerungsformen in den verschiedenen Teilnehmerstaaten mitverantwortlich für die unterschiedliche Leistungsfähigkeit von Bildungssystemen sein könnten. Damit verbunden ist die Annahme einer mehr oder weniger optimalen Konfiguration struktureller Rahmenbedingungen und Steuerungsinstrumente. Der Beitrag bietet eine internationale Perspektive auf Steuerung und Governance und strukturiert aktuelle Diskussionen und Maßnahmen in Politik und Forschung. Den Einstieg liefert eine Thematisierung von Educational Governance durch international agierende Organisationen sowie eine Klärung unterschiedlicher Begriffsverständnisse von und Instrumente der Governance. Dem folgt die Darstellung verschiedener Ansätze zur international vergleichenden Analyse von Governanceinstrumenten und -strukturen. Abschließend bietet der Beitrag einen exemplarischen Überblick über die grundsätzliche Thematisierung von Educational Governance in den Niederlanden und England.
