Im folgenden wird entlang der soeben entwickelten Analysekategorien der Willensbildungs- und Entscheidungsprozeß um des FTA untersucht. Zunächst erfolgt die Behandlung der Externen Effekte. Im Anschluß daran (Kap. 13, 14, 15) folgen die drei anderen Analysekategorien.

Stattdessen wird eine Tendenzhaltung der US-Wirtschaft zum Ausgangspunkt der Untersuchungen der Genese des US-Interesses an einem FTA, gemacht. Dies ist jedoch wichtig, um den Druck, welcher auf Kanada und in Richtung Freihandel wirkte, zu identifizieren.
