Zusammenfassung

Nachdem in Kapitel 11 die wesentlichen Grundcharakteristika des kanadischen politischen Systems hinsichtlich der institutionellen ‘Physiognomie’ des Staates identifiziert wurden, erfolgt in diesem Kapitel die Interpretation dieser allgemeinen Ergebnisse in bezug auf den speziellen Fall des FTA, um das Agieren der Akteure zu analysieren und zu Ergebnissen über den Verlauf des Willensbildungs- und Entscheidungsprozesses zu kommen. Mit anderen Worten: Welche institutionellen Faktoren bzw. Gefüge waren im Entscheidungsprozeß um das FTA relevant? Diese Interpretation der Rahmenbedingungen geschieht selbstredend unter den Annahmen des ‘statism’ und des ‘new institutionalism’. Dabei sind besonders die beiden in Kanada grundlegenen doch einander widersprechenden normativen Traditionen der Verfassungstheorie zu nennen: die Regierungsmodelle Westminster Modell parlamentarischer Regierung und Föderalismus.44
