Zusammenfassung
Die Politisierung des Europäischen Einigungsprozesses hat durch die Ratifikationsdebatten in den Mitgliedstaaten einen Quantensprung gemacht. Der traditionell als zwischenstaadich und bürokratisch angesehene Prozeß der Integration hat damit eine neue Dimension (und Problematik) erfahren: zu den Beziehungen zwischen Mitgliedstaaten einerseits und gemeinschaftlichen Institutionen andererseits sowie den Beziehungen der Mitgliedstaaten zueinander ist nun die Beziehung zwischen Bürgern und Institutionen, einzelstaatlich wie europäisch, getreten. Weitere, qualitative Integrationssprünge, vor allem als Ergebnis der für 1996 vorgesehenen Regierungskonferenz, sind nun ohne erweiterte Legitimation nicht mehr vorstellbar.

Im Vergleich zum einzelstaatlichen Rahmen, in dem auch die Forderung nach erweiterter Transparenz der Entscheidungsfindung diskutiert wird, muß auf der europäischen Ebene der besondere Wert des Integrationszieles beachtet werden.
