Zusammenfassung
Private Unternehmen haben sich in den vergangenen Jahrzehnten schon häufig und aus den verschiedensten Gründen mit Gegengeschäften konfrontiert gesehen. Besonders Kriege und weltweite Wirtschaftskrisen erzeugten ein Klima, das zum Ausweichen auf nicht-monetäre Handelspraktiken zwang, um den Geschäftsbetrieb überhaupt aufrechthalten zu können. Dies war während der Weltwirtschaftskrise auch innerhalb der entwickelten Volkswirtschaften in besonderem Maße zu beobachten1 und trifft sodann in abgeschwächter Weise fir alle weiteren Krisen geringeren Ausmaßes zu. Im internationalen Kontext sind zum gegenwärtigen Zeitpunkt die oben aufgezeigten wirtschaftlichen Schieflagen und Fehlentwicklungen ein zentrales, CT-auslösendes Problem.

Besonders die abwartende Haltung wichtiger Ministerien und Verbände wirkt sich hier fatal aus. Auch der empirische Teil dieser Arbeit zeugt von der Kluft. zwischen CT-erfahrenen und unerfahrenen Firmen und den bestehenden Informationsdefiziten.
