Nach dem Berufsbildungsgesetz von 1969 umfaßt „berufliche Bildung“ die Ausbildung, Fortbildung und Umschulung, soweit sie im Betrieb erfolgt. Betriebliche Ausbildung ist ein Teilbereich der Qualifikationsebenen des dualen Systems.
