Zusammenfassung
Wendet man sich der internationalen Arbeitsteilung zu, dann ist diese auf den ersten Blick durch reduzierte Wachstumsraten, dauerhafte Schuldenkrisen, die Entwicklung der “neuen Tiger”, nationale Ansätze zur Lösung der Probleme mit altindustriellen Sektoren wie Stahl, Schiffbau usw., Probleme der Fortsetzung der liberalen Basis des internationalen Handels und einen Mangel an geeigneten Vorschlägen zur Lösung dieser Situation gekennzeichnet. Ein genauerer Blick zeigt das gleichzeitig bestehende entgegengesetzte Bild: schnell wachsende Sektoren, die entweder mit neuer Technologie umgehen oder aber neue Technologien hervorbringen, dem Mythos der science-based industries, die Partizipation der Newly Industrializing Countries (NICs) an diesen Produkten, die Auflösung nationaler Handelshemmnisse im Zuge nationaler Bedarfe nach diesen Produkten. Während im ersten Falle deutlich auf die Rolle des Staates beim Krisenmanagement und die Beziehung dieser Aktivitäten zur internationalen Ebene, da sie auf der nationalen nicht zu lösen sind, hingewiesen wird, erfährt im zweiten der Staat kaum als wichtiger Akteur wahrgenommen.
