Zusammenfassung
Ein Blick auf die Literatur verrät schnell, dass Vertrauen als zentraler Koordinationsmechanismus für neue inter- (Sydow 1998, Inkpen/Carell 1997, Loose/Sydow 1994) oder intraorganisationale (Miles/Creed 1995, Lipnack/Stamps 1993) Arrangements oder auch als Voraussetzung für Sozialkapital (Nahpiet/Ghoshal 1998) betrachtet wird. Konzepte wie Netzwerke, Selbstorganisation oder lose Kopplung scheinen ohne ein besonderes Maß an Vertrauen nur wenig Effizienz zu versprechen. Als Konsequenz daraus wird Vertrauen zunehmend als strategischer Wettbewerbsfaktor konzipiert (Barney/Hansen 1994, Krystek 1997). Eine solche Schwerpunktverlagerung stellt traditionelle Organisations- und Managementkonzepte in Frage. Insbesondere klassische Kontrollformen scheinen davon betroffen zu sein. Lösen sich diese Kontrollformen auf oder werden sie nur durch Vertrauen ergänzt? Dieser Beitrag widmet sich genau dieser Fragestellung und fragt nach dem Zusammenhang zwischen Vertrauen und Kontrolle. Die zentrale These ist dabei, dass die bislang vor allem von Seiten der tendenziell kontrollfixierten Neuen Institutionenökonomie geführte Diskussion zu kurz greift und wesentliche Elemente der Generierung von Vertrauen sowie mögliche Wechselwirkungen zwischen Kontrolle und Vertrauen übersieht. Deshalb wird nach einer kritischen Analyse der bisherigen Diskussion für eine attributionstheoretische Perspektive plädiert, die als Beobachtung 2. Ordnung gerade die möglichen symbolischen Wirkungen von Kontrollmaßnahmen in Bezug auf Vertrauen betont.
