Zusammenfassung
Die Entwicklung in Lateinamerika während der letzten beiden Dekaden des vergangenen Jahrhunderts war durch zwei Trends gekennzeichnet. Erstens wurde in den meisten Staaten der Region ein Wandel von der Autokratie hin zur Demokratie vollzogen. Zweitens hat parallel zum Prozess der politischen Transformation eine Phase des wirtschaftlichen Wandels eingesetzt. Wenngleich in unterschiedlichem Ausmaße, so verloren binnenmarktgerichtete und staatsinterventionistische Entwicklungsmodelle an Bedeutung. An deren Stelle traten Strategien, in deren Mittelpunkt eine Kombination marktkonformer Reformen, Exportorientierung und Kapitalbilanzöffnung stehen. Beide Trends bedeuteten eine Veränderung des Staates. Mit Blick auf die politische Liberalisierung zielten Reformen darauf, den Staat seiner autokratischen Struktur zu entkleiden und mittels demokratischer Verfahren zu bändigen. Demokratisierung stellte daher zunächst eine Beschränkung des staatlichen Herrschaftsanspruchs dar. Die marktkonforme Stoßrichtung der ökonomischen Reformen verlief in eine ähnliche Richtung. Es galt, den Einfluss eines von gesellschaftlichen Sonderinteressen bzw. einer bürokratischen Klasse vereinnahmten Staates zu begrenzen. In Kombination mit politischer Liberalisierung sollten Privatisierung, Deregulierung und außenwirtschaftliche Liberalisierung die Möglichkeiten des Staates beschränken, über illiberale Entscheidungen ökonomische Ressourcen auf ineffiziente Art zu verteilen.
