Zusammenfassung

Die Anwendung von Gewalt oder ihre Androhung gehört zu den Wesensmerkmalen des Militärs. Genauer: Das Militär ist eine „gesellschaftliche Organisation zur Realisierung politischer Zielsetzungen durch die Androhung und Anwendung bewaffneter Gewalt“ (Wachtier 1988: 268). Streitkräfte sind, so Carl von Clausewitz, ein Instrument des modernen Staates. Sie werden aufgestellt, bezahlt und eingesetzt im Namen der Sicherheit eines individuellen Staates, wobei sich der Begriff Sicherheit hauptsächlich auf die äußere Sicherheit eines Staates gegen Gefährdungen durch andere Staaten bezieht. Die Rollenzuschreibung an die Streitkräfte erfolgt unter zwei verschiedenen Vorzeichen. Während die Fähigkeit zu Abschreckung und Selbstverteidigung als Zuschreibung einer defensiven Rolle verstanden werden kann, wird mit der Fähigkeit zu einem Angriff auf einen anderen Staat zur Durchsetzung von nationalen Interessen und hegemonialen Ansprüchen eine offensive Rolle umschrieben. Sie hat indes im Verlauf des 20. Jahrhunderts sukzessive ihre Legitimität eingebüßt, wie das völkerrechtlich kodifizierte Gewaltverbot dokumentiert.
