Structure of Higher Education System
Description
Higher education is provided by universities, higher institutes, and university centres. All higher education institutions are public and free of charge. The Ministerio de Educación Superior (MES) is responsible for policy in matters of undergraduate and postgraduate education. It controls teaching, methodology, courses and programmes and the allocation of student places, even though some specialized higher education institutions come under the control of other ministries such as the Ministry of Education for teachers’ training institutions and the Ministry of Health for medical faculties.

University level first stage
