Structure of Higher Education System
Description
Higher education is provided by higher education institutions composed of public and private universities and colleges. The state universities and colleges (SUCs) on which charters have been conferred are autonomous and have been established by national laws and are financed and maintained by the national government. Local universities and colleges (LUCs) are run by local government. In terms of enrolment, a huge majority of students are enrolled in private HEIs. The Commission on Higher Education (CHED) created in 1994 oversees both private and public tertiary schools; the Technical Education and Skills Development Authority (TESDA) is responsible for postsecondary technical and vocational education, while the Department of Education is in charge of basic education (pre-primary, primary and secondary education).
