Abstract

In this chapter we provide contextual and conceptual framing for the contributions in this section. We then discuss some common themes emerging from the chapters in this section. The chapters in this volume attest to the complexity of the education sector in the region by highlighting a wide range of traditional and new actors engaged in the sector. These actors differ vastly in terms of their financial and political power and their networks. Driven by their vested interests, they often pursue divergent agendas. In this introduction chapter, we discuss these themes and the manner in which a political economy lens allows us to acknowledge these range of actors, their divergent powers, and preferences and offers insights into their actions that help explain the challenges and potential of the education sector in the region.
