On 26 December 1989, the 11th meeting of the Standing Committee of the Seventh National People’s Congress promulgated and executed the Order of the President of the People’s Republic of China No. 22. The order comprises: Chapter I, General Provisions; Chapter II, Environmental Supervision and Administration; Chapter III, Protection and Improvement of the Environment; Chapter IV, Prevention and Control of Environmental Pollution and Other Public Hazards; Chapter V, Legal Liability; and Chapter Six, Supplementary Provisions. Chapter III stipulates that governments at all levels should pay special attention to all kinds of representative natural ecosystem areas, rare and endangered fauna and flora, important water conservation areas, geological structures of great scientific and cultural values, famous caves, fossil areas, natural landscape such as glaciers, volcanoes and hot springs, cultural and historical heritage sites, and famous and ancient trees.
