Parks Canada was established in 1911 as a second-tier administrative agency specialising in national park management and became the world’s first national park service. James B. Harkin, the Minister of Interior at the time, was the first commissioner of the agency. Over the last 100 years, many conventional government departments have disappeared, new ones were founded during cabinet reforms, and Parks Canada was relocated to other departments seven times. However, its core function has remained the same, and it has become an example of national parks management for other countries. The agency is regulated by the provisions of the Canada National Parks Act, which states that it is to act on behalf of the Canadian people to preserve and demonstrate the natural and cultural heritage of Canada, to enhance the awareness and appreciation of the public towards the heritage, and to ensure the ecological and historical integrity of heritage for current and future generations.
