Land planning is the rational development and utilization of resources such as land, water, minerals, climate, oceans, tourism and labour. It determines the economic layout of a region, coordinates the relationships between economic development and the population, resources, and environment, and defines the resources. It helps to determine the direction, goals, priorities and steps for formulating comprehensive plans for land development, utilization, governance, and conservation. Tourism area development and planning should be guided by a national land plan and be consistent with the corresponding land planning goals of the area. This allows effective coordination of the rational allocation of tourism resources and other associated elements.
