Why Research Management in Higher Education Institutions?

The concept of research management is not familiar to higher education institutions. For sure, most universities have a vice-chancellor of vice-president for research, but, if requested, most of them would deny they have a responsibility in research management. This notion, in fact, was born after Second World War for those organizations that have a mission to deliver research results on behalf of the government, such as national agencies and mission-oriented public research organizations (PROs), or on behalf of clients or constituencies, such as contract research organizations or nonprofit organizations. In this tradition, research management is considered a kind of sophisticated development of a traditional discipline in management, project management, assuming lot more uncertainty than usual.
