Zusammenfassung

Wicked problems (WP; „vertrackte Probleme“) zeichnen sich durch ein hohes Maß an Komplexität, Unsicherheit, Mehrdeutigkeit und Ungleichzeitigkeit aus. Sie stellen grundsätzliche Herausforderungen an die Organisation und den Aufgabenvollzug öffentlicher Verwaltungen. Verwaltungen reagieren darauf zumeist in dreifacher Weise: Sie analysieren, generieren und nutzen Wissen über WP; sie koordinieren Akteure und Prozesse, um ressortübergreifend Maßnahmen zu ergreifen und sie passen Organisations- und Managementstrategien an. Angesichts rasch voranschreitender Digitalisierungsprozesse in Wirtschaft und Gesellschaft werden sich Verwaltungen bei der Bearbeitung von WP voraussichtlich zukünftig noch stärker mit der wachsenden und sich ausweitenden Bedeutung von Wissen und Information für Koordinations- und Strategieprozesse auseinandersetzen müssen.
