Zusammenfassung
Behörden und exekutive Akteure sind zentrale Akteure im Umgang mit Krisen und Katastrophen. Die an sie gerichteten Erwartungen sind hoch: Es gilt, rasch Entscheidungen zu treffen, auch wenn noch unklar ist, wie sich die Krisensituation darstellt. Oft müssen sich politische Akteure post-hoc für späte Reaktion, schlechte Koordination und Kommunikation rechtfertigen. Eine Reihe neuartiger Bedrohungen wie etwa internationaler Terrorismus oder das Problem der Cybersicherheit haben in vielen Ländern zu Reformen der Krisenmanagement- und Katastrophenschutzsysteme geführt. Im Mittelpunkt dieser Reformbestrebungen steht einerseits das Ziel, die Koordination der beteiligten Behörden zu verbessern. Andererseits wird unter dem Stichwort Resilienz versucht, Risiken und Gefahren zu reduzieren und im Falle des Falles rasch zur Normalität zurückzukehren.
