Zusammenfassung

Die Europäische Kommission ist die zentrale Exekutivinstitution auf EU-Ebene. Ihre Bedeutung für die Gestaltung gemeinsamer Politiken und die supranationale Systementwicklung diskutiert die Europaforschung seit ihren Anfängen kontrovers, und auch in der Praxis ist die Kommission häufig umstritten. Der hohe Grad an wissenschaftlicher und öffentlicher Aufmerksamkeit speist sich aus den Besonderheiten der Kommission. Sie ist gleichzeitig für die allgemeine Vertretung des europäischen Interesses sowie für die Umsetzung und Kontrolle konkreter Maßnahmen zuständig. Dafür stützt sie sich auf eine Verwaltung mit über 30.000 Bediensteten. Im Rahmen ihrer vielfältigen Aufgaben kann die Kommission mitunter substanziellen Einfluss auf die europäische Politikgestaltung nehmen, soweit es die Sachlage und die mitgliedstaatlichen Interessen zulassen. Dennoch handelt es sich bei der Kommission gegenwärtig weniger um eine europäische Regierung im Werden denn um eine multifunktionale Koordinationsbürokratie.
