Zusammenfassung

Der Europäische Rat stellt eine Schlüsselinstitution innerhalb der Europäischen Union dar, die sowohl in der System- als auch in der Politikgestaltung eine zentrale Rolle einnimmt. Seit seiner Gründung auf der Pariser Gipfelkonferenz im Jahr 1974 hat der Europäische Rat als konstitutioneller Architekt die institutionelle Weiterentwicklung der Union betrieben und eine immer breitere Palette von Politikfeldern maßgeblich durch seine Entscheidungen geprägt. Der Europäische Rat ist gerade auch in Krisenzeiten in Europa in der medialen Berichterstattung allgegenwärtig. Seine Mitglieder, die Staats- und Regierungschefs der Mitgliedstaaten, der Präsident der Kommission sowie der Präsident des Europäischen Rates selbst, verschmelzen in dieser Institution, die seit dem Inkrafttreten des Lissabonner Vertrags im Jahr 2009 nun auch primärrechtlich verankert ist, nationale und europäische Agenden miteinander und prägen die Union damit nachhaltig.
