Zusammenfassung
Das Militär in den USA nimmt eine hervorgehobene Stellung in der Außen- und Sicherheitspolitik ein. Der vorliegende Beitrag stellt zunächst die verfassungsrechtlichen Prinzipien dar, die auch für den Bereich des Militärs eine demokratische Kontrolle im Rahmen von checks and balances vorsieht. Neben den institutionellen und gesetzlichen Strukturen untersucht der Beitrag drei Herausforderungen demokratischer Kontrolle: i) die Auseinandersetzungen um die war powers zwischen Präsident und Kongress, ii) die Verzahnung wirtschaftlicher, politischer und bürokratischer Akteure im sogenannten „militärisch-industriellen Komplex“, und iii) die Friktionen im zivil-militärischen Verhältnis. Es zeigen sich dabei eine in der Tendenz zunehmende Machtkonzentration bei der Exekutive, die Politisierung der Außen- und Sicherheitspolitik, die auch auf die zivil-militärischen Beziehungen übergreift sowie die nach wie vor erhebliche politische und wirtschaftliche Bedeutung des Militärs für die Gesellschaft der USA insgesamt.
