Bildungspolitik in den USA

Zusammenfassung

Seit Jahrzehnten wird das Bildungssystem der USA von zwei Herausforderungen gekennzeichnet, einerseits als zentraler Wirtschafts- und Wohlstandsfaktor zu fungieren und andererseits die Chancengleichheit, soziale Integration und gleichen Bildungszugang zu gewährleisten. Die US-Bildungspolitik der letzten Jahrzehnte ist nicht zuletzt deshalb von starkem politischem Aktionismus geprägt, der jedoch – wie von diversen Leistungsvergleichen belegt – nur selten seine Ziele erreichte. Dieser Beitrag gibt einen Überblick über die Strukturen, Institutionen und Steuerungsformen des Bildungssystems, seines hohen Dezentralisierungs- und Autonomiegrades und marktorientierten Charakters, sowie die historische Entwicklung von sozialer Segregation zu Integration. Vor dem Hintergrund von politischer Steuerung und Finanzierung des heutigen Bildungssystems sowie der Rolle verschiedener politischer Akteure werden die jüngsten bildungspolitischen Reformen zur Steigerung von Qualität und Rechenschaft (No Child Left Behind-Gesetz) und zur Kostenreduktion des Hochschulstudiums skizziert. Im Kontext von Internationalisierungsprozessen und innenpolitischer Polarisierung werden die veränderten Rahmenbedingungen für die Gestaltung von Bildungspolitik in den USA aufgezeigt.

    Colleges sind generell Hochschuleinrichtungen, die in Fachteilungen gegliedert sind und „undergraduate“-Programme (v. a. Bachelor-Abschlüsse und „associate degrees“) anbieten. Universities sind im Allgemeinen Hochschulen, die Graduiertenprogramme (d. h. Master-Abschlüsse und Doktorandenprogramme) anbieten.

    Als staatliches Ausbildungsförderungsprogramm des U.S. Department of Education soll das sog. Pell Grant-Programm bedürftigen Studienanwärtern das Studium ermöglichen und wird nur nach strikten Kriterien gewährt. Die Höchstförderung von $5,645 jährlich für die Jahre 2010–2011 und 2011–2012 ist für die Studienfinanzierung nicht ausreichend und kann nur ca. ein Drittel der anfallenden Gebühren öffentlicher Hochschulen decken.
