Transitional Justice in Timor-Leste

Zusammenfassung

Nach jahrhundertelanger Kolonialzeit unter Portugal, knapp 25-jähriger Besatzung durch Indonesien und einer blutigen Umbruchphase erreicht Timor-Leste 2002 die Unabhängigkeit. Die Monate vor dem Unabhängigkeitsreferendum von 1999 sowie die Jahre der Besatzung sind gekennzeichnet von schwersten Menschenrechtsverletzungen vor allem von Seiten des indonesischen Militärs und pro-indonesisschen Milizen. Für die Aufarbeitung dieser Verbrechen kommt das gesamte Kaleidoskop von Transitional Justice zur Anwendung, maßgeblich initiiert durch die Übergangsverwaltung der Vereinten Nationen. Gegenläufige lokale Prioritäten schmälern jedoch Timor-Lestes Potential als Musterbeispiel erfolgreicher Transitional Justice.
