Definitions
The United Nations’ Commission on Science and Technology for Development specifies technologies related to (rapid) technological change as big data, artificial intelligence, 3D printing, machine learning, etc. (UN 2019). Innovation based on the combinations of such technologies is referred to as the Fourth Industrial Revolution or Industry 4.0 (WEF 2019). UNCTAD (2019) emphasizes that developing abilities and skills necessary to master and invent new technologies is pivotal in enabling people to effectively engage with and benefit from technology (UNCTAD 2019). In doing so, formal and nonformal education processes, competent human resource formation in the public and private sectors, as well as training for skills development for enhancing employability among various occupational groups across industries are of the essence.
