Definitions

Baulch and Hoddinott (2000) defined economic mobility and poverty in three dimensions: The first is the metric through which welfare is the measure. Temporal over the time frame and the methods used to summarize and measure those welfare aspects of the population are the second and third dimensions. The most common metrics used for measuring welfare are consumption, income, assets, health, and expenditures. McKay and Lawson (2003) argued that chronic poor have unique characteristics in terms of lack of assets or high dependency rates while accounting for persistent poverty. Hulme and Shepherd (2003) explore the concept of chronic poverty and explain the dynamics that underpin it. Their study also reviews “who” is chronically poor and policies to reduce chronic poverty.
