Introduction

The contemporary socioeconomic conditions and the constantly increasing demands for higher growth rates form the perpetual need to improve the administrative function of the public sector (Aspridis 2013). The implementation of the advanced administrative theories of the new public management and public governance, which represent to a great extent a businesslike approach, defines the transition from the bureaucratic public administration to the effective, flexible, and extrovert public management (Boyle 2006; Goldfinch and Wallis 2009).
