Definitions

The following definitions are adopted in relation to this contribution. Collaboration is the coming together of different stakeholders and arriving at a decision (consensus) based on all the stakeholders (decision-makers) preferences. Collaborative decision-making (CDM) is a collective process of decision-making which results in arriving at a unanimous decision. Counterterrorism organizations are national and international agencies that seek to detect, prevent, and respond to terrorism acts.

Collaborative decision-making (CDM), according to Owen (2015), is a participatory process which involves multiple stakeholders/decision-makers acting collectively as one, to analyze a problem situation and to evaluate and consider alternative course of action.
