To examine the features of administrative cultures in developed and developing countries with emphasis on the similarities and differences.

Introduction

In social sciences, most concepts have different meanings to different people or fields. Public administration in any country, region, or continent across the world reflects, among other things, the unique sociocultural, economic, historical, and political experiences the particular entity had over time (Dwivedi 2005: 19–21). In addition, the level of fragmentation, development, and globalization also affects the nature of administrative culture. Past traditions and myths especially those with direct influence on one’s psychology have a significant influence on the characteristics of practices in the public sector.
