Definitions::

Decentralization involves the transfer of political authority, power, and resources from the central government to local spheres of government. In Ghana, it involves transfer of political authority to metropolitan, municipal, and district assemblies.

Local governance::

A political subdivision of a nation state, which is constituted by law and has substantial control of local affairs, including the powers to impose taxes or to extract labor for prescribed purposes. In Ghana metropolitan, municipal and district assemblies are by law mandated to control local affairs of the citizens

Partisan::

Is a strong support of a group of people for political party activities directed at the success or failure of a scheme or a plan.
